New Jersey Pay Transparency Act

Effective June 1, 2025

The New Jersey Pay Transparency Act, which went into effect on June 1, 2025, requires employers to disclose pay ranges in job postings and make reasonable efforts to inform current employees about promotional opportunities. This transparency law applies to employers who have at least 10 employees and who do business or take applications for employment in New Jersey. This page provides information on compensation and benefits for each employee group within our district, ensuring transparency and compliance with the Act.

Licensed Staff (Teachers and Certified Student Support Personnel)

  • Pay Scale: View the HEA salary guide and longevity information at this link.
    • $69,560 - $109,510
  • Benefits Overview:
    • Comprehensive health, dental, and vision insurance in accordance with Chapter 78 and Chapter 44 for full-time licensed staff.
    • NJ State Pension administered by the Division of Pensions and Benefits (TPAF or PERS based on certification).
    • Optional 403(b) and 457(b).
    • Optional AFLAC and Prudential Disability Plans.
    • Optional Pre-Tax Healthcare and Dependent Care Flexible Savings Accounts
    • Paid leave: 10 sick days, 4 personal days accrued annually.

        2023-2027 HEA Contract

Paraprofessional Staff

  • Pay: $16.73
    • Plus $1.00 per hour for those paraprofessionals whose job responsibilities merit differential compensation related to extraordinary duties such as lifting, restraining, toileting or assistance in other personal hygiene.
    • Plus $2.00 per hour for those paraprofessionals who hold a teaching license or substitute teacher certificate.
  • Benefits Overview:
    • Paraprofessionals are part-time employees who are not eligible for health benefits.
    • NJ State Pension administered by the Division of Pensions and Benefits (DCRP or PERS based on membership requirements).
    • Optional 403(b) and 457(b).
    • Optional AFLAC and Prudential Disability Plans
    • Paid leave: 10 sick days, 4 personal days accrued annually.

Secretarial Staff 

  • Pay Scale: $40,877-$48,627
    • All newly hired or current full-time employees shall receive an Equitable Pay Adjustment of $2,400 annually, which shall become a part of the employees' salary for pension purposes, but which payment adjustment will not become part of the employee's salary base for any other purpose(s). All newly hired or current part-time employees shall receive the above described Equitable Pay Adjustment payment, prorated in accordance with their respective percentage of employment in the district, but payment shall not be less than $1,200 annually,
  • Benefits Overview:
    • Comprehensive health, dental, and vision insurance in accordance with Chapter 78 and Chapter 44 for full-time secretarial staff.
    • NJ State Pension administered by the Division of Pensions and Benefits (PERS or DCRP based on membership requirements).
    • Optional 403(b) and 457(b).
    • Optional AFLAC and Prudential Disability Plans.
    • Optional Pre-Tax Healthcare and Dependent Care Flexible Savings Accounts.
    • Paid leave: 
      • 12 sick days, 4 personal days accrued annually.
      • Completion of six months of continuous employment as of July 1st, but less than one year, one week vacation with full pay.  
      • Vacation time increases after the first year of employment. See page 4 of the HOPA contract below for more information.

        2023-2027 HOPA Contract

Custodians/Maintenance Staff

  • $45,740-$65,055
    • All full-time and part-time custodial/maintenance employees shall be required to secure a black seal boilers license within 18 months of employment. If custodial/maintenance staff does not hold a black seal license $400 will be deducted from their annual salary.
    • New custodial/maintenance employees will have uniforms ordered for them after three months of service in the school system and receive them as soon as possible.
  • Benefits Overview:
    • Comprehensive health, dental, and vision insurance in accordance with Chapter 78 and Chapter 44 for full-time custodial/maintenance staff.
    • NJ State Pension administered by the Division of Pensions and Benefits (DCRP or PERS based on membership requirements).
    • Optional 403(b) and 457(b).
    • Optional AFLAC and Prudential Disability Plans.
    • Optional Pre-Tax Healthcare and Dependent Care Flexible Savings Accounts.
    • Paid leave: 
      • 12 sick days, 4 personal days accrued annually.
      • After completion of one (1) year of continuous employment, custodial/maintenance employees receive two weeks vacation with pay. Vacation time increases after the fifth year of employment. See page 10 of the HEA Support Staff contract below for more information.

Confidential Staff 

  • Pay Scale: 
    • Confidential (non-union) staff salary based on experience and role; see job posting for specific salary range.
  • Benefits Overview:
    • Comprehensive health, dental, and vision insurance in accordance with Chapter 78 and Chapter 44 for full-time confidential staff.
    • NJ State Pension administered by the Division of Pensions and Benefits (PERS or DCRP based on membership requirements).

    • Optional Hartford and AFLAC Disability Plans.
    • Optional Pre-Tax Healthcare and Dependent Care Flexible Savings Accounts.
    • Paid leave: 
      • 12 sick days, 4 personal days accrued annually.
      • Completion of six months of continuous employment as of July 1st, but less than one year, one week vacation with full pay.   Vacation time increases after the first year of employment.

Administrators

  • Pay Scale: Salary based on experience and role; see job posting for specific salary range.
  • Benefits Overview:

    • NJ State Pension administered by Division of Pensions and Benefits (TPAF or PERS based on membership requirements).

    • Paid leave: 
      • 12 sick days, 4 personal days accrued annually.
      • At the beginning of the - 2nd contract year (July 1, subsequent to the initial date of employment) as a district administrator: 18 days
        • 5th contract year as a district administrator: 20 days
        • 10th contract year as a district administrator: 23 days
        • 15th contract year as a district administrator: 25 days
        • 20th contract year as a district administrator: 27 days

Substitute Teachers & Substitute Nurses

  • Pay: $110/day Substitute Teachers
  • Pay: $210/day Substitute Nurses
  • Benefits Eligibility:
    • Substitute teachers/nurses are not eligible for benefits unless they are a long term substitute placed on guide.

Substitute Paraprofessionals & Custodians

  • Pay: NJ Minimum Wage $15.49/hour.
  • Benefits Eligibility:
    • Substitute paraprofessionals/custodians are not eligible for benefits.

Substitute Teachers

  • Pay: $110/day
  • Benefits Eligibility:
    • Substitute teachers are not eligible for benefits unless they are a long term substitute placed on guide.

Coaches

  • Pay Scale: Stipends vary based on experience and extra pay/extra duty guide.
  • Benefits Eligibility:
    • Coaches are not eligible for district-provided benefits unless employed in another benefits-eligible role.
